There are several issues with private sector leaseholds, including escalating ground rent conditions. Also, while you can buy a share of freehold (“commonhold”), the process is not easy, and the right hasn’t been used as much as everyone originally thought it would.
Note that CASP members who are leaseholders are leaseholders to the Council, and, as such, don’t have the same issues regarding ground rents, but other issues are common in public and private sectors.
On Friday 13 July, the House of Commons Library published a briefing paper on recent trends in leasehold and issues with it. The Government issued some proposals for reform in December 2017, and the Law Commission is working on further proposals.
